Todd was born on August 15, 1965, in Ogdensburg, New York, the son of the late Francis William and Nellie Martha Ryan Dumas. He graduated from Madrid Waddington High School in 1983 and worked on a neighbor's farm growing up. After school, he worked at Cloppman's Scrap Yard later working for Bill Tiernan in Waddington when he joined the Teamster's Union. He also worked for Bogg River Environmental, Perras Excavating and Environmental before joining UPS in Potsdam, retiring in 2022. Eventually Todd found himself bored with retirement and went back to work driving for Winter's Milk Hauling.
He enjoyed golfing, watching NASCAR, spending time at hunting camp, and sharing good times with his friends. Todd was exceptionally sociable, the kind of person who could strike up a conversation with anyone. He cherished meeting new people and nurturing lifelong friendships. Whether he was stopping into the local bar to catch up with familiar faces or simply taking a moment to brighten someone's day with a warm greeting, Todd had a natural way of making others feel welcome. His joyful spirit will be fondly remembered by all who knew him.
Memorial contributions in his memory can be made to the Ogdensburg Rescue Squad and one's local animal shelter.
