Rita D. (Phelps) Scott

Funeral services for Rita D. (Phelps) Scott, age 82, of Lisbon, NY, will be held on Monday, November 12, 2018, at 10:00AM at St. Phillips & James Church with Rev. Kevin O’Brien and Rev. Jay Seymour officiating. Burial will be in Campbell Cemetery. Calling hours will be held from 2:00PM to 5:00PM on Sunday, November 11, 2018, at Frary Funeral Home, Ogdensburg. Mrs. Scott passed away on Wednesday, November 7, 2018, at Claxton Hepburn Medical Center.

Rita is survived by one son, Christopher Scott and his companion, April Smith, of Lisbon, NY; and three grandchildren, Jonathan, Harry and Brandon Scott; one sister, Patricia Boulia of Florida; several nieces, nephews and cousins. She is predeceased by two brothers, Lawrence Powers and Patrick J. Phelps and five sisters, Theresa Powers, Donna R. Phelps, Mary E. Carroll, Margaret “Peggy” Miller and Genevieve O’Hara.

Rita was born on April 11, 1936, in Ogdensburg, NY, the daughter of Garold and Genevieve Ring Phelps. She graduated from St. Mary’s Academy and the Ogdensburg Business School. Rita married Joseph Scott on June 13, 1956, in Ogdensburg, NY. He predeceased her on October 4, 2012. Rita was first employed as a secretary for Newell Manufacturing and later worked from Lisbon Central School. Rita then served as the Town Clerk of Lisbon, NY, for twenty-two years.

Rita enjoyed cooking, watching soap operas and loved spending time with her son and grandchildren. She was a past treasurer for the Lisbon Producers Co-op for thirty-five years and also a member of the Lisbon Fire Department Auxiliary.

In lieu of flowers, donations may be made in Rita’s memory to St. Phillips & James Church of Lisbon, P.O. Box 377, Heuvelton, New York 13654.

    Rita was a faithful public servant and very helpful to those who brought their needs to her office. When we established the Lisbon Depot Museum she was supportive and provided some really fine items for display. I know her faith and love of her church were deep. “Rest in the Lord.”

    Rita was a beautiful loving friend. She was a member of Ss. Philip and James Altar Rosary for many years. She was always willing and ready to help bake or cook a dish at a moments notice. Our group will miss her warm smile and wonderful stories and wise insights about things of this world. Heaven gained a wonderful angel. Our thoughts and prayers are with you Chris April and her family.

    Rita you took care of me for many years in my young life. You never let anyone know hat Chris and I weren’t siblings. I loved sitting on joes lap and eating his bacon. My oldest Jaelin will never forget your warm greeting and endless treats when we came to visit. My youngest also remembers the many Halloween evenings we would chat and catch up on recent happenings. I know you are with Joe and no longer in any pain. We love you so much and will miss you to the moon and back. Rest In Peace and tell Joe we said Hi. Love you. Angie, Larry and family.

    God bless Rita. I think she is already a saint up there in heaven. No one was more devoted to anyone as she was to Joe. I’m sure it has been a tender reunion. She had a deep, abiding faith! I hope you can share some of her poems that are so lovely. My condolences to her family and all her many friends. A wonderful woman.

    Rita was a very lovely woman. She was warm kind and compassionate to all. I will for greatly appreciate how lovingly she took my son in as her grandson when Chris adopted him. She treated me well during the transition period she was a great person and will be missed. We now have an extra special angel watching over us. Chris I’m sorry for your loss.

    I got to know Rita when she served as Town Bookkeeper, and upon the retirement of Laura Walker she became the Town Clerk. She and Joe were always big advocates for Lisbon. Rita was always willing to give a helping hand to organizations and people in the community. She will be missed. Bob McNeil

    My deepest sympathy to Chris and family.
    Rita was such a wonderful lady. She always had a great smile on her face, even when she was in terrible pain. The priests were so lucky to be the recipients of her great baking talents. she worked hard for the church and for the Town of Lisbon.
    We have lost a good friend, but Heaven has gained an angel.
    Rest in peace Rita and enjoy being reunited with Joe again.
